Solution : A

Explanation

Of the four options, Option A is the most grammatically correct sentence. Option B is technically correct, but uses an unusual sentence structure. There are some problems with Option C. It should have read: To mitigate public unrest caused by excessive expenditure on war, the governments in various European countries invented the financial system. Option D is not grammatically correct. It should have read: The financial system was invented by the various European governments to mitigate the public unrest caused by excessive expenditure on war.
